What has the opening of the Town Hall on Barrack Street got to do with feminism? Give up? Well, let Dodgy Perth mansplain it to you then.

Everyone needs to tell stories, about themselves, their family and their community. For most of the last two centuries, the (white) people of Western Australia have told their history using one word: ‘progress’. And every new building, no matter how boring or ugly, was welcomed as yet another sign of the progress of this great state.

So it should come as no surprise to find that on the official opening of the Town Hall in 1870, a huge banner was put across Barrack Street with the word PROGRESS on it, for people to march under on their way to the new building.

But there’s a problem with this word. It doesn’t just apply to new buildings, but also to society. Little things like women’s rights, for example. If the fair sex keep hearing about how we’re progressive, they might decide they would like a little of this progress too.

At the Town Hall ceremony, there wasn’t much sign of this progress. The hall itself was filled only with the important men of Perth while the womenfolk were consigned to the gallery. The men feasted and drank the booze, while their wives simply looked on without even a sandwich.

But still, this whole progress thing had to be dealt with, and it fell to the Colonial Secretary, Frederick Barlee, to spell it out. Proposing a toast to the health of the ladies, like every misogynist before and since, he announced that no one could be more devoted to women.

As a lover of ladies, Fred continued, he well knew the power and influence they had over men. (Even if this did not extend to getting anything to eat or drink.) Recently he had been reading about something called “women’s rights and female suffrage”, and worse about women entering professions and becoming scientists. Not, of course, in Perth, but elsewhere in the world.

But, said Fred, addressing the gallery, none of the good and true women here would wish to see any such nonsense brought about. After all, they already knew how much power they had without needing legal rights. Nor did women need the vote, since all men did was vote the way they were told by their wives anyway.

The Colonial Secretary then called upon all present to drink to the health of the ladies by gulping down nine large mouthfuls of booze. Well, not all could drink of course. Some were in the gallery.

And that, ladies and gentlemen, was what 1870 called progress.

Celebrating sex offenders? Really?

Town HallReader, we are all friends here, are we not? Good. Then Dodgy Perth can reveal the heavy weight hanging on our collective heart.

Dear fellow Perthite, Dodgy Perth proposes that the Town Hall on Barrack Street should be demolished.

We know, we know. You’ll never be able to look us in the eye again. But hang around for a bit, while we justify this outrageous statement.

In 1913, it appeared likely Perth Council would vacate the Town Hall for proposed new premises. The Institute of Architects, big bunch of softies that they were, proposed the tower of the Hall be preserved for historic reasons, and incorporated into any new design.

(If you want a 21st century example of this way of thinking, look no further than the eyesore that is St George’s Hall façade on Hay Street.)

Fortunately, not everyone was as sentimental as the architects. And a few were willing to speak out, noting it was inconceivable that any sane person could desire to have “such an aggressive monstrosity” as the Town Hall handed down to posterity.

Of course, some will point out it was convict built, and we should treasure these memories of the past. Dodgy Perth, and our 1913 modernists, say no.

What are we commemorating? The dreadful crimes committed by some who constructed the Town Hall? Among those arriving on the Hougoumont (who made up most of the workforce) were men guilty of rape, murder, and incest.

Do you want to venerate rapists? Really?

If not the men, then perhaps we should remember the awful system which condemned people to be transported half a world away and used as slave labour, long after it had been abolished everywhere else in the world.

The impact it had on people like Frederick Bicknell, a young carpenter who did the shingle roofing on the Town Hall. And who was transported for arson and insurance fraud. And who died in Old Men’s Home in Perth, well into the 20th century.

Do you want to venerate slavery? Really?

Instead, argued our 1913 anti-heritage consultants, simply let us forget the Town Hall. In any case, its birthstains can never be forgotten when it has four sets of ghastly broad arrows at the corners of the spires. The Town Hall can only recall an exceedingly dark and blotted page in the history of the State.

If antiquarians really care, then measured drawings and a set of photographs could be made. But not one brick should remain of this awful place.

If we wish to perpetuate early architecture, Government House is pretty enough, and in much more picturesque surroundings.

So Dodgy Perth joins in with the dissenting voices of 1913 and says, with all due reverence and respect, let the Town Hall join its builders, and quietly pass away.

Only the Scouts can save us now

In 1912 Lt Gen Sir Robert Baden-Powell, founder of the Boy Scout movement, was being entertained by the Mayor of Perth, Tommy Molloy, in the Town Hall on Barrack Street.

After his praise had been sung by the assembled dignitaries, BP himself rose to speak.

His message was uncompromising: the Asiatic Menace was at Perth’s shore, and every available hand would be needed to fight them.

BP announced that he knew what he was talking about because he had been to China. While there were a handful of civilised Asians, the vast majority—there were millions of them, he warned—were still savages.

Any day now, these savages would rise up and seek colonies overseas. Especially Western Australia. And with an army of uncivilised men who would stop at nothing, it would be hard to resist.

He was good then, said BP, that Australians were already preparing to defend their homes from the coming invasion.

However, this alone would not be enough.

Here the Boy Scout movement enters the scene.

The whole point of being a Scout, said the founder of the movement, was to give self-discipline to a boy, make him realise his sense of duty, and to make it easier to turn him into a soldier when the Asians came calling.

So next time you see all those innocent-looking Cub Scouts, just remember: they’re a paramilitary force intended to save us from the malevolent Chinese and Japanese.

If they’re our best line of defence, we’re probably stuffed.

Ye Olde Englishe Fayre was a fairground which included a freak show where you could see the monkey boy and a two-headed pig. It also had a variety show with the top acts of the day, in between local performers of varying quality.

By 1896 the Fayre had relocated to the site now occupied by His Majesty’s Theatre where you could see renowned singer Priscilla Verne do her best known routine, a song called ‘He Sits in the Front Row’:

He sits in the front row; he is blushing like a maid,
I love you, darling; be my hub; now, don’t be afraid.
Don’t turn away in anger, dear; I always will be true,
Accept this kiss, and give me one; for I love you.

At this point she would lean forwards and beckon to a male patron in the front row to act out the final line. This particular Friday, she turned to Gus McBride, who fancied himself a bit of a ladies’ man. Priscilla invited him on stage to kiss her.

For reasons which are not clear, Gussie declined this generous offer and retorted with an insult which made Priscilla’s blood boil. “You contemptible little cad,” she snarled from the stage. The next day she consulted a lawyer, who advised her she should have her abuser horsewhipped in public.

So Priscilla sent a letter, signed ‘Alice Chambers’, claiming she had fallen in love with Gus and would like to meet him outside the Town Hall on Barrack Street that very afternoon. Together with other members of the show, she lay in wait with a cane hidden in her dress.

When Gussie arrived to meet with ‘Alice’ he was shocked to be greeted by the assembled Fayre employees. “Come here! I want to speak to you!” said Priscilla. Gus began to run along Barrack Street, followed by Priscilla who kept lashing out at him with the cane.

“You cad,” she shouted, “I’ll teach you not to insult another woman as you did me.”

By this time a large crowd was enjoying every moment of the scene, and Gus had to plead with two burly police officers to defend him. Soon afterwards he left Perth and we never heard from him again.

There’s probably a moral in all this, but we have no idea what it is.
